Size Matters
Hualien is not a very big city compared to Taipei, Kaohsiung, and Taichung. The lifestyle is much more relaxed, the air quality is generally better, and there aren't as many people either. Also, the traffic situation isn't as alienating as on the west coast, except during long holidays like Chinese New Year and the Moon Festival.
Nature
Hualien is located between tall, green, lush mountains and the vast Pacific Ocean. It is possible to be in the middle of the wilderness, or by the shore in a matter of minutes. Many expats who call Hualien home stay for that reason alone: the proximity to the elements.
Aboriginal Culture
There is an active and rich aboriginal presence along the East coast of Taiwan and Hualien is at the center of it all. Hualien is home to many aboriginal tribes, and the Ami clan is the most important of them all in both influence and size. Making your home in Hualien will make a lot of sense if you have an interest in indigenous cultures.
Surfing
Hualien isn't quite like Hawaii or Australia when it comes to the numbers, quality, and popularity of its surfing spots, but that might just be what you're looking for - a beach destination that has decent waves, but little or no crowds. It is possible to surf year-round around Hualien city and at other beaches along the east coast of Taiwan. Surfers who want to base themselves in Taiwan should definitely consider living in Hualien.
